In every case, using an NVIDIA GeForce video card will give you better performance than an AMD Radeon GPU in Premiere Pro. Personally, I would go the 1070 Ti route for a pure editing machine, although if it is a mixed use system, the RTX 2060 may be the better call as more and more applications should start leveraging things like RT and Tensor cores in the future.
